ستایش خدا را که جانداران بیافرید و دانه را بشکافت و بساط زمین را بگسترد و آسمان را بر بالای آن چون گنبدی بیفراشت، و روزی و اجل مردمان را قسمت کرد و هر کدام را منزلتی داد و منصب‌های قضا و حسبت را از میان مناصب ممتاز ساخت.

این کتاب در هفتاد باب در آئین حِسبَت، به معنی شهرداری و جایگاه حقوقی برزن‌، و شیوة رسیدگی و امور اجتماعی و رفاهِ مردم نوشته شده است. رسیدگی به وضع بازاریان، صاحبان حرفه‌ها، مصالح و امنیّت مردم، تفکیک امور شهرداری از قضاوت، و نحوه­ی اجرای آیین شهرنشینی وِفقِ احکام قضایی؛ نحوه و حوزه­ی  عمل ضابطین اجرایی، بر اساس نظرات فقهی و تجربیات مولف به نحو بارزی در این اثر مطرح شده است. برشمردنِ شیوه‌های رسیدگی و ریاست بر امور شهر به حدّی جالب و دقیق است که امروز می‌تواند الگوی مناسبی برای روش‌های شهرداری جدید و مدرن باشد. کاردانیِ قرن هفتم و طراحی روش‌های شهری، گاه خواننده را شگفت زده می‌نماید، افزون برآن شیوة نگارش ادبی کتاب، ارزش آن را دوچندان کرده است.در این کتاب توجه به نیازِ شهروندان ، امنیت و رفاه، محیط کار، بهداشت، و ریزه کاری­های کسب و تجارت، در کنار سایر موضوعات، همسان روش های متداول در اروپا و آسیای پیشرفته، بسیار با دقت بحث شده است. به طور مثال پوشش نانواها و خمیر­گیرها، با کلاه پارچه­ای پاکیزه و پیراهن آستین­بلند توصیه شده است، که سرآستینش گره دارد و برای جلوگیری از ریزش مو و عرق بدن و حفظ بهداشت کاربرد دارد. در این اثر از این قبیل توصیه‌های بهداشتی، و قوانین کسب و کار و شهروندی بسیار است.

The expertise of the 7th century and the design of urban methods sometimes surprises the reader, moreover, the literary style of the book has doubled its value. Businesses, among other topics, are discussed very carefully, as is the practice in advanced Europe and Asia. For example, it is recommended to cover bakers and dough makers with a clean cloth hat and a long-sleeved shirt, which has knotted cuffs and is used to prevent hair loss and body sweat and maintain hygiene. In this work, there are many such health recommendations, and business and citizenship laws, and citizenship accountability!
